Central California Intelligence Center

Fusion Centers are a singular, regional location where the missions of the Threat Liaison Officer (TLO), FBI/InfraGard Program, and the FBI’s Joint Terrorism Task Force (JTTF) are merged. Information received from local law enforcement, fire departments, public health agencies, the public/private sector, and members of the public is analyzed, evaluated, and fused with the goal of producing operational intelligence to aid in the detection, deterrence, and disruption of terrorist attacks, both foreign and domestic, against the homeland.

A statewide effort supported by the US Department of Homeland Security (DHS) with the purpose of facilitating information sharing between local, state, tribal, and federal agencies, the CCIC is commonly known as a “fusion center”. There are six centers in California.

The CCIC continuously monitors and exchanges information with the other fusion centers in California and throughout the nation to further the efforts of combating terrorism and transnational threats on a statewide and national basis. Additionally, the CCIC develops and presents contemporary threat-based training to public safety personnel as well as vetted private sector partners.

California also faces numerous risks and threats to our people, property, economy, environment and is prone to earthquakes, floods, significant wildfires, prolonged drought impacts, public health emergencies, cybersecurity attacks, agricultural and animal disasters, as well threats to homeland security. Cal OES takes a proactive approach to addressing these risks, threats, and vulnerabilities that form the basis of our mission and has been tested through real events, as well as comprehensive exercises that help us maintain our state of readiness to plan for and mitigate impacts.

History of FEMA

FEMA was officially created in 1979 through an executive order by President Jimmy Carter. Our history can be traced as far back as 1803.
